Our construction-related client is seeking a motivated and detail-oriented Prevailing Wage and Labor Compliance Analyst to ensure compliance with federal, state, and local labor requirements for federal and state-funded construction projects. The ideal candidate will have 1-3 years of experience in labor compliance, prevailing wage projects, and certified payroll processes, with a strong passion for working in a fast-paced, collaborative environment. Candidates must be highly organized, analytical, and eager to learn and grow in the construction industry.
Reporting directly to our Vice President and Labor Compliance Supervisor, the Prevailing Wage and Labor Compliance Analyst will play a key role in monitoring and enforcing compliance with regulations, contracts, and agreements, including the California Department of Industrial Relations (DIR), federal Davis-Bacon Act, prevailing wage requirements, Project Labor Agreements, and CDBG/HUD Section 3 regulations.
Key Responsibilities
Review and verify certified payroll reports, fringe benefit statements, apprenticeship documents, and training contributions for compliance with applicable prevailing wage regulations.
Ensure proper reporting and resolution of prevailing wages, fringe benefits, and apprenticeship requirements, including employee wage violations.
Communicate with contractors to address and resolve discrepancies related to labor compliance documents and reports.
Conduct on-site inspections, worker interviews, and field observations to monitor proper work classifications, prevailing wage compliance, and duties performed.
Track and apply changes to federal, state, and local labor compliance, prevailing wage regulations, and standards for agency or client requirements.
Assist in developing labor compliance and prevailing wage policies, procedural templates, and instructional manuals.
Prepare monthly reports summarizing findings from document reviews, fieldwork, and compliance audits.
Deliver presentations on labor compliance and prevailing wage requirements during pre-bid and pre-construction meetings.
Monitor apprenticeship programs for compliance with applicable regulations and specific contractor goals under Section 3 requirements.
Qualifications
1-3 years of experience in labor compliance, prevailing wage projects, certified payroll, construction administration, or a related role.
Strong knowledge of California Labor Code pertaining to Public Works and Prevailing Wage projects.
Experience with registered apprenticeship programs and auditing certified payroll documents.
Familiarity with LCP tracker software (preferred, training provided if needed).
Intermediate to advanced proficiency in Microsoft Office (Excel, Word, PowerPoint, Teams).
Strong organizational, time management, and written/verbal communication skills.
Ability to handle sensitive and confidential information with integrity.
Demonstrated ability to develop and implement administrative policies and procedures.
Ability to work collaboratively with government agencies and union organizations.
Must be willing to work on-site (this is not a remote position).

Pay Range: $60,000 - $65,000
